Off-road vehicle (ORV)

Maryland treats a Sur-Ron-class electric dirt bike as an off-road vehicle, not an e-bike or street motorcycle. The MVA title/decal proves ownership, but DNR trail access is a separate annual ORV sticker: the current MVA decal form lists $5, while the DNR off-road registration application lists $10. Legal riding is concentrated in designated DNR ORV areas such as Wolf Den Run and western Maryland state forests, often with daily reservations or park passes on top of the annual DNR sticker. DNR-land operation also has license/learner/12-with-parent rules plus helmet and eye-protection requirements. Do not ride an off-road-only dirt bike on Maryland public roads, sidewalks, bike lanes, or undesignated trails.

  • DNR trails without the annual DNR ORV sticker, required reservation/pass, and required operator paperwork
  • Undesignated areas, closed trails, sidewalks, bike lanes, and non-motorized trails

Registration

Required

Maryland runs a two-part paperwork system. The MVA titles off-road motorcycles and issues an off-highway recreational vehicle decal; current MVA form VR-337 lists a $5 decal fee. DNR trail access is separate: off-road vehicles must be registered annually with DNR and display a DNR ORV sticker, and the DNR registration application lists a $10 fee. A licensed vehicle registered with MVA can be exempt on DNR lands, but an MVA ORV title/decal is not the same as a road registration.

Helmet

Maryland COMAR requires an individual operating or riding an ORV on Department lands to wear protective headgear meeting COMAR 11.13.05.02. Operators must also use compliant eye protection or a windscreen. Wolf Den Run rules likewise require approved helmets for all operators and passengers.

License

On Maryland DNR ORV areas, the operator must have a valid driver's license, have a Maryland learner's permit while accompanied by a licensed driver, or be at least 12 and accompanied on the trail by a parent or legal guardian who has a valid driver's license. Public-road use is not available for an off-road-only dirt bike as sold.

Penalty risk

DNR ORV registration can be suspended or revoked for chapter violations. Riding without the required DNR sticker/reservation, operating outside designated trails, missing required headgear/eye protection, or attempting public-road use can bring citations and penalties under Maryland ORV and trespass rules.
