Off-road vehicle / off-road motorcycle; limited shoulder and crossing use, not a normal street motorcycle
Louisiana is an off-road-decal state with a narrow road-shoulder exception, not a normal street-legal state. A Sur-Ron-class electric dirt bike fits the off-road-vehicle/off-road-motorcycle bucket: OMV policy says off-road vehicles are not built to highway safety requirements, and the current OMV fee policy lists a $3-per-year registration fee with a four-year decal. That paperwork supports legal off-road riding and the limited RS 32:299 allowance for daylight shoulder or crossing use with liability insurance, registration proof, and a valid driver's license; it is not a motorcycle plate for general street riding. Practical legal riding is private land or designated OHV trails such as Kisatchie's Claiborne, Sandstone, Livingston, and Enduro systems. Stay off normal travel lanes, interstates, controlled-access highways, sidewalks, bike lanes, closed trails, and nondesignated land.

- Limited public-road shoulder or crossing use allowed by RS 32:299 during daylight, outside Orleans Parish and off interstates/controlled-access highways, with proof of liability insurance, registration, and a valid driver's license
Prohibited
- General public-road lane riding as a normal street motorcycle; the OMV off-road decal is not a license plate
- Interstate highways, controlled-access highways, nighttime shoulder use, Orleans Parish public-road shoulder use, and any RS 32:299 condition you cannot satisfy
- Kisatchie roads, rights-of-way, camping areas, parking lots, closed trails, cross-country travel, routes without a spark arrester/muffler where required, and any trail not designated for OHV use
- Sidewalks, bike lanes, non-motorized trails, closed public land, and private property without permission
Registration
RequiredLouisiana OMV Policy 82 treats off-road vehicles as vehicles manufactured or adapted primarily for off-road use and not meeting highway safety requirements. OMV can issue an off-road title and registration decal; the current policy lists a $3.00-per-year registration fee and says the decal expires four years from the date of issuance. That decal is not a motorcycle plate. It supports off-road use and the limited RS 32:299 shoulder/crossing allowance, but it does not turn a Sur-Ron-class bike into a normal street-legal motorcycle.
Helmet
Louisiana's motorcycle helmet section applies to motorcycle and motor-driven-cycle operation, while RS 32:299 says that section does not apply to off-road-vehicle shoulder operation under that limited statute. Do not treat that as a no-helmet recommendation: use a DOT motorcycle/OHV helmet and eye protection for every ride, and follow any Forest Service or private-park helmet rule.
License
Off-road riding on private land does not create a street license path. RS 32:299 shoulder/crossing use requires the operator to possess a valid driver's license and carry proof of liability insurance and registration. Kisatchie Enduro trail guidance also states Louisiana requires OHV registration and riders 18 or older to have a valid driver's license. A stock Sur-Ron-class bike still is not a normal street motorcycle unless it separately satisfies Louisiana highway title, registration, equipment, insurance, and licensing requirements.
Penalty risk
Riding without the OMV off-road decal where required, skipping proof of insurance/registration/license for RS 32:299 shoulder use, riding interstates or controlled-access highways, riding at night or in Orleans Parish under the shoulder statute, or ignoring Kisatchie designated-trail, closure, spark-arrester, road/right-of-way, or fee rules can bring citations and loss of access. General street use without a motorcycle plate, insurance, and required equipment can bring normal traffic and registration penalties.
